WASHINGTON, D.C. – U.S. Senator Shelley Moore Capito (R-W.Va.) issued the below statement today on the Ukraine Supplemental Appropriations Act, which was included in the Fiscal Year (FY) 2022 appropriations omnibus package.

“I am proud to support legislation that includes nearly $14 billion in emergency funding to support Ukraine and our central European allies amid Russia’s unprovoked war,” Senator Capito said. “Vladimir Putin’s attack on Ukraine has caused more than 2 million people to seek refuge, making it Europe’s largest displacement of people since World War II. This bill provides necessary funding to respond to the Kremlin’s illegal and unjust invasion through humanitarian aid, security assistance, and economic support for Ukraine and our NATO partners. Specifically, it provides funding to quickly supply Ukraine military equipment and loan guarantees to ensure Ukraine can defend itself with more modern, Western weapons.”

The Ukraine Supplemental Appropriations Act includes:

  • $3.5 billion to provide crucial military equipment to Ukraine.

  • $3 billion to the Department of Defense for the support of personnel in the region.

  • $4 billion humanitarian assistance inside Ukraine and for refugees fleeing Ukraine.

  • $2.8 billion to USAID for International Disaster Assistance to provide food and health care support.

  • Authorizing Foreign Ministry Financing loans to support Ukraine by divesting outdated Russian military equipment to Ukraine.
